Hours before police bosses released annual crime statistics on Thursday, a shooting in broad daylight between blocks of flats in gang-plagued Manenberg offered some insight into the drama behind the data.

The voice of a little girl remarking matter-of-factly to her mother: “We can’t go out,” could be heard in a video recording of the gun battle raging in the Cape Town suburb.

This happened while the army was deployed there and as outnumbered police officers – fearing for their own lives – waited on the sidelines for the violence to subside before intervening...
