EDITORIAL | Joburg mayor’s real test is to get the right city manager
Placing on leave the man who has been acting in that position is a start towards making ‘a city of golden opportunities’
City of Joburg mayor Dr Mpho Phalatse made wonderful noises on Freedom Day, pledging that the multiparty government’s commitment to freedom would always be “an everyday act of service to the 6-million residents of Johannesburg”.
They didn’t have another 28 years to correct the years of apartheid or blame previous administrations, she said, but had to readily admit the extent of Joburg’s problems and the frustration and anger of its residents.
All the plans she touted will have little bearing if the fundamentals are not fixed — and that is anything from sorting out the mess of frequent power outages (not load-shedding) that have become a weekly reality, to a billing system that often drives people to despair. ..
