South African business has long had to deal with changes to government policy, or the prospect thereof, but lockdown has added such inconsistency to the rules that govern their operating environments that planning has become almost impossible.
The restrictions on trading have been necessary to curb the rate of Covid-19 infection, but the many about-turns and the risk that more curbs may come have left companies floundering.
Do businesses retrench to save some jobs, take on more debt even though they may not be able to repay it, or shut up shop?..
