It is naive to expect municipal officials not to loot from the poor. They’ve been doing so for years
In 2015, a group of municipal councillors gathered at the Lichtenburg Golf Course, a favourite haunt of the town’s better-heeled, for a meeting with the owner of a debt collection company their municipality had hired to bring in some badly needed cash.
The small North West town had been struggling to deliver services to its poor residents, and its municipality was battling to balance its books and get people to pay their bills.
But on the meeting’s agenda was none of that, as a recording that came to light at the time showed...
